North Carolina has reached an agreement with Norfolk Southern Railway Co., Amtrak and N.C. Railroad Co. in a move that allows construction to begin on the state’s rail modernization program and create more than 4,000 jobs, according to a press release from Gov. Bev Perdue.

The agreement, approved by the Federal Railroad Administration, triggers the release of $461 million in federal stimulus funds.

With the agreement in place, the state will now move forward on 24 rail projects in 11 counties including Alamance, which will receive roughly $11.7 million in federal funds, and Guilford County, which will receive about $14 million.
